장애인 고용에 적극 나서는 기업은 정부가 우수 기업으로 인정하고  다양한 혜택을 부여하고 있습니다.

정부가 이 혜택을 좀 더 확대하기로 했는데요.

여정숙 기자가 집중 취재했습니다.

지체장애를 갖고 있는 윤영호씨는 비행기 입출항 관련 변경사항과 정보를 신속 정확하게 전달하는 일을 하고 있습니다.

일은 고되지만 일할 수 있다는 현실에 절로 힘이 납니다.

“(예전에는) 몸으로 하는 일을 많이 했는데 이런 회사에 처음 들어와서 사무직 일을 하니까 몸도 마음도 편합니다.”

회사 한켠에 마련된 작은 네일샵. 직원들의 복지를 위해 마련된 이 곳에서는 청각장애 2급인 이윤미씨가 일합니다.

"제 꿈은 네일 아티스트인데 여기서 제 꿈을 이뤘어요."

예약없이는 받을 수 없을 정도로 인기가 높습니다.

"인기가 많아요 거의 올리자 마자 다찰정도로~"

이 회사는 작년 장애인 고용 우수 사업주로 선정된 곳으로 중증, 경증 장애인들을 의무고용률 이상으로 채용하고 있습니다.

특히, 장애인 채용을 늘리기 위해 네일과 같은 새로운 직무 영역을 꾸준히 개발하는 점이 눈에 띕니다.

통근이 어려운 직원을 위해서는 재택근무를 도입했습니다.

이 업체를 포함 지금까지 선정된 장애인 고용 우수사업주는 88곳입니다.

우수 사업주로 선정되면 다양한 혜택을 받을 수 있지만 사업주의 관심을 끌기에는 부족하다는 지적이 있어 왔습니다.

현재는 고용노동부 정기 근로감독 3년 면제나 우수 인증패 등의 혜택이 주어지고 있지만 좀 더 실질적인 지원이 필요하다는 겁니다.

"실제로 고용에 더 도움이 되려면 세제혜택이나 재정적 지원이 더 필요하죠."

이에따라 정부가 올해부터 장애인 고용 우수사업주에 대한 혜택을 대폭 늘리기로 했습니다.

더 많은 사업주가 장애인 고용에 적극 나설 수 있도록 혜택을 확대하기로 한 겁니다.

우선, 공공입찰시 가점 혜택이 신설, 확대됩니다.

조달청은 공공기관에 물건을 납품하는 업체 입찰시 우수기업에게 가산점을 부여하고 기존의 가점 혜택을 주던 국방부는 가점을 상향 조정하기로 했습니다.

국세청은 모범납세자 선정에서 중소기업청은 병역지정업체 선정시 우수 기업을 우대하기로 했습니다.

국민은행, 하나은행 등 시중 5개 은행으로 부터는 우수 사업주는 대출금리 우대를 받을 수 있습니다.

장애인 고용 우수사업주로 선정되면 3년간 우대 조치가 주어지고 종료된 사업주도 다시 신청이 가능합니다.

더불어 함께 살아가는 사회...우리사회의 작은 관심이 장애인들에게는 큰 희망과 꿈이 되고 있습니다.

Air Korea Receives More Incentives as Outstanding Employer of Disabled People

 

 

The government has offered various incentives to employers with an outstanding achievement of employing disabled people, and the government announces to expand these benefits.
Reporter Yeo Jung-sook covered this story.
 

Mr. Yoon Young-ho who has physical disabilities is in charge of reporting new or replaced data of flight departure/arrival. The work is very arduous, but the fact that he can work encourages him.

"I used to do labor works, but now I have a clerical job here and I feel more comfortable in both my mind and body."
 

In order to improve the welfare of employees, the company has opened a small nail salon; and Ms. Lee Yoon-mi who is hearing impaired works there.

Reservations are required because the nail service is very popular.

This company was honored for an outstanding employment of people with disabilities last year, and has employed people with mild/severe disabilities more than the mandatory proportion of employment. Especially, it is outstanding to develop new work fields such as a nail service in order to increase the employment of people with disabilities. This company also let some employees with disabilities work from home.
 

So far 88 organizations including Air Korea were honored for the excellent employment of people with disabilities. The honored companies can receive various benefits, but the incentives are still too weak to attract the attention of potential employers. Ministry of Employment and Labor currently provides benefits such as certificates and certification plaques and 3-year-exemption from labor inspection, but there should be more sufficient and substantial supports.

Therefore the government decides to provide more incentives from this year to encourage . employers to actively hire people with disabilities.
 

First, Public Procurement Service will adopt a new system to give extra points to organizations when they bid for public contracts, and the Ministry of National Defense which already adopted the same system will increase the point itself. National Tax Service will offer preference when selecting best taxpayers, and Military Manpower Administration will offer preference when selecting designated companies where draftees can perform alternative services in place of military service. Moreover five commercial banks including Kookmin Bank will provide loans at a preferential interest rate.
 

The organizations honored for outstanding employment of disabled people will receive the incentives described above for three years, and can apply again when the incentives expire.
 

Living together and building harmonious society; our little attention could be the big hopes and dreams of people with disabilities.
